I have many a problem with SWAT teams. I just can't really stand the whole "Gotcha" aspect of (usually) men enjoying themselves and then coming up with the petty laws that we might be able to stick them. No, I just don't think the actual police and military are the main threat. The report didn't say it was private property. The cop that was accused claimed it was their own, when calling the same TV station that he didn't want to talk to in person (because he "wasn't home").
