Public executions used to be popular days to have a picnic. Perhaps he's suggesting we make Tax Day into some kind of fun, community-oriented public event, like a phone-a-thon fundraiser or something?

I don't pay my taxes on April 15, I pay them all year. April is when I file the return to get a refund, which, by the way, I've already spent.

I'm still sad that so many people think they've somehow "won" when they get a tax refund. I know a guy who deliberately witholds extra just so he can get a bigger refund.
