Postcard From Kosovo

A multi-lateralish friend of mine living in Kosovo sends along this possibly relevant observation:

I suspect that the interesting story may be ... the role of the UN administration here, which is notoriously inept and increasingly unpopular. Anyone who thinks that turning Iraq over to the UN is going to be any kind of a solution should really come and take a look at how they've handled situation here, under much more favorable conditions.

Not many that are printable, given his job. Here's a snippet: "Keeping situation stable here just requires some competence and clarity, and a little pressure on the Serbs from outside. ... There's now a limit to the incentives – Serbs think they benefit from keeping their people in Kosovo unhappy and disengaged, but know they would ultimately lose Kosovo if it broke out into war again."

I am afraid that there are no "good" solutions for Iraq. The situation in Kosovo and Iraq point out a sad fact - that imposing liberal values from the outside is a kin to the "children's crusade."

BTW, PapayaSF, that Balkan sex scandal was about contractors, not UN peacekeepers as such. We're using the same company, DynCorp, in Iraq.

So I'd guess we have the same calibre of employee working for the US.
